Based out of China, Easypano has several different programs. TourWeaver is the flagship product. It can create robust virtual tours including floor plans and compass. The interface is easy to use and understand (although the help files still have a lot of grammar / translation problems.) You can download trial versions from their website: http://www.easypano.com/free_trial.html

and see the TourWeaver features here: http://www.easypano.com/download/flash/tw_feature_tour.html
